I think this is related to the following bug report:

I have noticed that the ship specs are not properly intialized when
entering the build screen and changing between ship types. Several
ways to exploit/reproduce this:

Set ship type to scout and select max. Change type to colony (notice
that the range appears to be as expected). Build one. Notice that
the range is equivalent to a scout (max +3). This will allow you to
build a range 9 colony ship on turn one. Note that total cost does
appear to calculate based on actual specs (ie with extra range).

Similarly, (though not sure if this is a bug or just poor interface)
select an old ship type, then change type to satellite. The satellite
(at least on screen) will be locked at the older ship's speed. I
haven't tested this further (and am in the middle of a game I don't
want to screw up.)
